In the end, the parties involved have no incentive to work efficiently or even quickly, that's why it takes so long.
Sorry, but that is sheer nonsense and an impertinence to the third power! Generally speaking, at the "office," whatever it may be, people work. And people generally do not feel comfortable when their work does not decrease and is just pushed forward. On the contrary: people are happy when a file, a case, an order, or a process is completed and the next one can be tackled, so that the pile at the incoming or the heap in processing gets smaller. Whether privately at home, in writing, or at work. Personally speaking: I also work in an authority. I sometimes have to send work to A, get it back to then process the information and then send the result again to B. I have no influence on the speed of A and B. With A it's fast, with B: it depends, everything from 3 weeks up to over 3 years happens. Between A and B, however, I am called upon again and cannot always act immediately because x, y, and z have priority. So it can also stall with me for up to 4 weeks. The office I work for, let's call it C, has a guideline of 3 minutes to read (and understand?) a file. … ! For those who do not understand: employees "in the office" are paid with taxpayers' money and cannot just be replaced structurally by temporary agency staff. Tip: whoever calls ME or other colleagues personally, I inevitably have to pull their file from my stack and take care of it. If I take care of it, I can also finish the file right away. Provided the caller seems sympathetic to me, of course. Otherwise, it gets pushed all the way down again. ;)
