Is the conservatory insulated? Could it be used as a "living room"?

Yes, the conservatory is within the thermal building envelope, so it is not a cold/added-on conservatory. However, this part is existing, and we preferred to make few changes to it in order to save the budget (straightening it would otherwise mean tearing out all walls, new flooring, etc.). My main concern was therefore the extension on the right. There, the carport and old bedroom will be demolished, only the utility room/technical room must remain. With approximately 55 sqm, the extension is already at the possible maximum size, which is not sufficient for a completely ground-level apartment. For this reason as well, swapping sides is rather out of the question, so we are trying to design the right extension + upper floor as nicely as possible.

An extension on the right AND left is the ultimate disaster both in terms of complexity and costs. In comparison, new floors and (possibly even lightweight) walls are really simple. Therefore, I would try to manage with an extension only on the right. Possibly even without having to use the clearance areas and leaving the carport ...

For the "saved" 2nd extension (left) the parents can also easily have a vacation apartment for 6 months (also in the mountains or by the sea).

I would have suggested something similar. Maybe with an extension instead of a carport and the old guest room added to the new apartment for the parents.

Yes, because the extension for the parents is still added on top. You may build a total of 300sqm. That is not little... The parents practically remain in their single-story size. What they originally used as an extension "on the right side of the plan" is simply added on the other side, since you have to start somewhere for yourselves. Do I see that correctly? However, I do not understand why a relatively large guest room is placed in the original living room and the access to the bedroom is provided with a foyer. Normally, it makes sense to connect the bedroom directly to the conservatory. So why this "extension" that takes up tight space? A small distribution corridor could rather be placed there, which would then also accommodate a small guest room. Also the current living room: I see that more as a family area, which is expanded "upwards on the plan" rather than a kitchen-all purpose room. The entrance for the senior couple could be made from the pantry, including a wardrobe and WC; the stairs would remain for the family. It would be interesting what the site plan shows in the south, i.e. "on the left side of the plan"... Do I see that correctly, that everything is actually already fixed? As others also mention: there are strong cost drivers for us laypeople, for example the stairs, which are being decommissioned and a new one, which somehow feels alien, is added. But the planner must have thought of something for all of that?!
