Because you screwed up!! You have entered into a legally binding contract with the bank. There are rights and obligations here. The bank informed you of the disbursement requirements in the contract. Why haven’t you been pestering the notary/land registry office and developer all these months?!! You are the one to blame. The notary and developer have absolutely nothing to do with your loan.... why should I pay "penalty interest" if the developer/notary fails to obtain and submit the documents on time?
