Thanks for all the answers, I also think there is nothing to be done, but when you see it, you can't imagine that something like that is possible, aside from the scruples I would have about putting something like that in front of the neighbor's terrace.

I understand you but the fact is that the square meter is fully utilized at that price.

You can't extend the terrace at the position where you are standing?

To be honest, that's just whining from you. That's completely normal and has nothing to do with malice, etc. It looks like that everywhere where buildings are close together because plots are small and expensive.
Change the fence and/or terrace.

P.S. Nice new house. I like it and it's far from being a block.

You have just been spoiled until now. A terrace with an open neighbor's plot is really something nice. But unfortunately, in times of increased densification, it is not permanent. We are now blocking the neighbors' view into the nature reserve. Ten years ago, when they built their house, they specially built a nice balcony to enjoy the view. But they were aware from the start that the plot between them and the nature reserve is a building gap. Naturally, they are not thrilled, but they have been much nicer to us than I expected. You as tenants can theoretically move out. I would rather consider relocating the terrace. Isn't there another possibility?

I totally agree with you. I see it exactly that way. You should be glad that it’s only the utility room + carport and not a garage! (Here in BW, a distance of 2.5m to the property boundary must be maintained, but rooms that aren’t living spaces and don’t have a fireplace may be built on the boundary.) By now, it’s quite normal to build like that; in our new development areas it looks like that everywhere.

Fun fact: Your terrace is too close to the boundary, not the neighbor's garage.
