Whereby the OP has an obligation that the water must either infiltrate or be used otherwise.
Therefore, at least part of the costs would have to be spent to accomplish at least one infiltration. Of course, one could also consider whether adding sum X on top would be sensible.
Btw. - I am surprised by the passage stating that no connection to the sewer system is allowed (not even an overflow).
They always referred to the last, very dry year. BUT:
If I look at this year, where in RLP a precipitation amount of 145 l/m² was measured in June, even a 10 m³ cistern would not be sufficient.
11 * 10 base area = > 110 m² (actually even larger because of the slope)
110 m² x 145 l = nearly 16,000 l
Ergo - "The tub is full, uh uh uh, the tub is full ..."
No major withdrawals took place in June anyway - what for.
Unfortunately, the cistern was already well filled earlier this year as well. So - where to put all the rest. Infiltration could have also become difficult in June this year. Because the soil was already saturated.
