We have set a minimum consumption of 30m³ per person. Only when this is exceeded can one apply for exemption from the excess wastewater portion for the outdoor water tap according to the statutes.
Only in the first year, when it was very dry and we had to water a lot due to the lawn seeding, did we reach 91m³ with 3 people. The outdoor water portion was about 30m².
In all other years, we had between 15 and 20m³ on the outdoor water meter and a total well below 90m³.

However, we have clay soil. With sandy soil, the water demand would likely be significantly higher.

Getting a second water meter is not a problem at all. However, there is no exemption from the wastewater fee, no matter what you do. Therefore, all discussions are pointless.

This is also pointless in the sense that our surface water is discharged directly into a stream and we are not connected to the sewer at all.

Changeling is right, the rainwater fee is not exactly small.

Here too, the rainwater fee amounts to about €5000 in 20 years. That is why a cistern was built a few years ago as a DIY project.

As for the excess water, there were three options.

1. Discharge into the sewer. But that would be nonsense since the rainwater fee would still apply.

2. Underground infiltration. For that, the water authority would first have to give their approval. Which again costs money.

3. Above-ground infiltration. This can be done without a permit. It was ultimately done this way because something underground could not be done due to too many trees and shrubs in the garden.

Because of the DIY effort, this system pays for itself quickly.
