It does not have to be a neighbor. It can also be the construction company that came in second place in the contract award and was aware of the intentions of the client.

sums it up perfectly!!!! These 3 options! No one can make the decision for you. Everything else is theory, assumption, speculation!

Be defiant! Those who complain a lot get served first! They are just civil servants after all!

Maybe there is a civil engineer in your area who is well connected. That needs to be found out. I clarify many things "through informal channels." But please: for this matter, you absolutely need it in writing!!!

No, I think a solution is needed without increasing the height of the two dormers. Otherwise, there will probably be problems with the number of floors or similar issues. I haven’t been able to reach the architect yet. Background: One dormer takes up about 60% of the width, the other over 80% of the end row house width. In the smaller dormer, there is an escape route through the window.

I think roughly it can be done with max. 2.55 m height:

I originally wanted a parapet height of 0.9 m, building regulations say that 0.8 m is sufficient without a railing. I don’t want floor-to-ceiling windows.
The window serves as an escape route, so the clear height must be 1.2 m. How much frame at the top and bottom is needed at least? Together 0.15 m?
The purlin is supposed to be 10/20 according to statics.
Total [m]: 0.80 + 1.35 + 0.2 = 2.35
0.2 m remain for a roller shutter box. Is that enough?? The window manufacturer wanted 0.25 m.

Open questions:
To what frame size can I reduce the windows? What is a possible compact dimension?
What installation height does a compact roller shutter box require?
Can I "rotate" the purlin to 20/10 instead of 10/20?
How much tolerance for the rest should I plan?

Regarding the open questions: turning the purlin: no!
There is a separate thread about the installation height of the roller shutter box recently, I have it no smaller than 30 cm, depending on what the market offers
