Develop land and then build on it

Thank you for your many and good answers. I will go to the town hall in the next few days and take a look at the land use plan. If it is really land expected for construction, I would ask directly for an appointment with the head of the building authority. Karsten is probably right about that. They should be clear anyway why I want to do this.

They won't understand anything, especially you. If this is only now listed as land expected for farming in the land use plan (a land use plan is a document derived from a state development plan), then they do not expect anyone's visit in this matter before 2030. The administration thinks at most until the budget year after next.

Depending on the local demand, the city’s development company will grab the property anyway, and you will only see a part of the money you are actually expecting now, and the business with the houses will be done by a local developer. At least this scenario is no less unrealistic than your own plan.

It doesn’t have to be like that. Here in SH, municipalities almost never develop themselves, but rather prepare land-use plans for private developers, who are construction lions, subsidiaries of cooperative banks and savings banks, real estate dealers. They then develop and sell. Only—if someone wants to do everything themselves, they really need not only money but also expertise that cannot be acquired in forums. Karsten

Conversely, you must have not only expertise but also money – and from that side, municipalities usually have little urge to claim the first dance for their own daughters. In "my" city (60,000 inhabitants), several legally binding development plans are lying idle because the city would need money to follow up with its own infrastructure development. Those who want to are welcomed friendly. Where something is happening are the projects where the land developer comes with the finished concept right away, so that only the stamps need to be applied and the excavators ordered.

Thank you for your answers and your help :) I already suspected that the road would be long and rocky. But without trying, you obviously have no chance. Tomorrow morning I have time off, so I will go to the city directly, look at the [Flächennutzungsplan], and try to make an appointment with the [Bauamt] :)

I will get back to you then :)
