I want to pick up the topic and try to share my experiences. In our town, there is an investor known for advancing exactly such projects. He looks for "rural" areas, has a development plan created, takes over the infrastructure development, and then sells the plots.

Since we were also looking for land at that time, I observed the whole process a bit more closely and experienced it from both sides. Once from the perspective of the city and once from the perspective of a potential customer.

The application for the amendment of the land use plan and the establishment of a development plan was submitted around April 2015. I cannot say what preliminary work had already been done here. At the end of May 2015, it was discussed in the city council meeting, and the establishment/change was supposed to be carried out. In November/December 2015, the plan was available for inspection at the building authority. In April 2016, the draft of the development plan was then approved.

The project developer had to commit to commissioning a species protection report of the area, a hydrological report, and a soil survey. In addition, he was tasked with the development of the area and had to complete this by 31.12.2016. The newly created street was then transferred to the city free of charge. He was then able to market the approximately 20 newly created plots himself.

That's roughly how it works everywhere. Maybe not always with species protection assessments. Sometimes the municipality also refuses to take over the street. It then becomes a private street of the residents. Not good.

A stitch is already okay. Others can’t be private anyway. But I would prefer if the supplies lying within it do not become private. Then servitudes are needed, but if the canal ever breaks, you have nothing to do with the costs.

This is possible with all residential streets, even if they run through the entire development area. A matter that can produce the most outrageous consequences.
