Oh, at least not really rocky. However, for someone your age, it is a test of patience to come to terms with the p,u,l,s,s,c,h,l,a,g of a municipal administration. And you will probably be surprised at some points how complex responsibilities can be generated by such federalism.

From our civil servant vocabulary. No rash decisions. Everything will take its course. Rome wasn't built in a day either. Carefulness before speed. Tomorrow is another day as well. We don't want to rush anything now. I have to check that again carefully and discuss it with the supervisor. ....

I was at the city today and looked at the land use plan. The area is designated as a residential area :) Unfortunately, the two people responsible for such matters were not there. However, I have the names and will try to get an appointment in the next few days. I'm not in that much of a hurry anyway :-D I'm curious to see what else awaits me there!

What do you think is the best way to approach a first meeting with the building authority? To go in unprepared simply to express interest in developing the land, or does it require some preliminary work and pre-planning?

Certainly that as well, but it is also important to whom you tell it. Don’t go to the junior clerk, go to Schmidt. Matters that lie several years in the future exceed the clerk’s horizon and should be presented to the head of the office.
