The beetle wood is - apart from the fact that the tree is no longer vital and the reason to leave it standing is limited - fully usable and rather "partially discolored" than diminished in its technical usability and value. And unfortunately, an unwanted harvest surplus of softwood does not help to satisfy demand for hardwood.
For what else and why not? - it is good wood.
It makes sense to currently leave everything standing that does not have to be removed due to infestation. Using your own infested wood is great - but please not as fresh wood for building a residential house.
