I think you are overthinking it. The easement was necessary because of neighbor protection. The previous owner explicitly waived his protection with the easement. Actually, the easement is also advantageous for you since you are allowed to build more than 9m at this boundary as well. Only the location of the building is fixed. Plan a storage room next to the neighbor's and everything will be fine. Whether you will then get around to building it...

Better make an appointment. Without a plan, you can't imagine the situation, and they won't pull out the easement sheet that quickly.

Ah, so plan the house the way I want and specify, for example, a carport as an annex in the building plan (or something similar). Yes, I think I’m worrying about everything too much :-( The house would extend 15 meters into the property and the neighbor’s (house) would only start at 18 meters; if I now move it to the left, I should actually be out of the problem. The previous property owner told me that I am allowed to build on this boundary but not that I have to build an annex if I build there. I can't verify the measurements now, but the building obligation means no restriction with good planning. With effort, you can also plan something impermissible:

For your own peace of mind: Make an appointment with your building permit authority and have them explain the possibilities and restrictions on your property.

Variant B is of course the nice one ... if I officially build a garage there, does it have to happen within a certain time or can I do it in 10 years?!

Yes. It becomes difficult if you want to put something else on the border in the meantime.
But your neighbor also has something on the border, far to the south. Whether that is permissible ... ? As long as there is no dispute between you, the authorities will usually be little to not concerned at all. The main thing is that the submitted building plans are approvable.
