Your neighbor wanted to exceed the maximum allowable boundary construction and needed the assumption of building obligations by the previous owner of your property for approval. You can build wherever you want, just not with a boundary distance next to the neighbor's garage including the equipment room. If you want to build there, it must be attached. Ideally, you should also construct a garage with a storage room there.

So that means if the house is further forward or further to the left on the property, I can do whatever I want, but as soon as I get near the storage room I have to attach?

The property is 24 meters wide and 50 meters long (approximately) am I then not allowed to build anything with a distance at the height of the equipment room at all, so let’s assume the house would stand so far to the left that it is 6 meters away from it?!?

The obligation to build acts like a magnet. If you come too close to it, you have to build. Strictly speaking, your approval authority could insist that any development on this neighboring boundary must initially be considered an extension. If you do not want that, it would be conceivable to convert the [Anbauverpflichtung] into a [Abstandsflächenbaulast]. Then you would have to keep at least 6 meters away with your house.

Well, but if they really say "baue an" it does not fit at all with Paragraph 34 and would not blend into the surroundings at all ... I think I'll call there tomorrow :-( ...

But if I put it on the other side, closer to the opposite boundary, you should eventually be out of the magnetic field ^^
