Crossing lines of various supply lines

Hello,

we are building a house without a basement.
On the ground floor, we have a reinforced floor slab, 25 cm thick. The masonry is in place, and the roof truss is currently being erected.
Our builder wants to apply welded membranes onto the floor slab before the electrician and the building services engineer lay their cables.
I have spoken with both; the plan was for the electrician to lay his cables first, and the other service providers to come afterward and chisel into the floor slab in the area of cable crossings so that the electrical cables lie in a small hole. However, this destroys the welded membrane, and the builder is vehemently opposed to chiseling into the floor slab.
His argument is that we have a total floor buildup of 20 cm where all the cables go without having to chisel into the concrete.
So, how do I best create the cable crossings to avoid technical problems with any trade in the end?
The procedure the installers propose is, according to their statement, common practice.

Chiseling out the floor slabs is definitely not common practice. The concrete cover would then partly no longer be ensured and the structural integrity (depending on the depth of the slots) could be compromised. Pipes usually cross within the floor construction. Of course, not as often as one wants but only as much as absolutely necessary and then naturally also considering the maximum build-up height to maintain sufficient coverage of the underfloor heating with screed. I was also initially against a fully applied welding membrane, but I have heard enough arguments in favor that we ultimately received it sensibly. Please do not damage it then... otherwise it simply makes no sense.

And how should I best execute the crossings if the electrical cables are only laid afterwards? The heating engineer says he cannot go over another conduit but at the same time wants to lay his lines last.

Is it about heating pipes or rather sewage which has to be laid with a certain gradient? Then it would be difficult to do it "after the electrician". He should lay it beforehand, at least that's how it was for us. First rough installation of sanitary. Then us with electrical and controlled residential ventilation. Or the two should coordinate where and how exactly the cables are laid? You just have to agree otherwise you won't get in for 10 years :rolleyes:

Why do the cables have to be laid on the floor at all? For us, 98% of all lines (IT, antenna, 230V or 400V and KNX) were laid in the walls and empty conduits in the ceiling. Only for the ventilation system (planning error) were 3-4 cables laid on the floor. I would not accept a larger quantity of cables on the floor. I can only imagine that empty conduits were forgotten.
