Excerpt from the construction specification: "The foundation slab will be constructed as a reinforced concrete base according to the structural analysis and taped on the top side. Below the foundation slab, 8 cm of insulation will be installed. Installation of a grounding flat steel." If the black one is a foil, then it would be beneath the slab and not taped on the top side. Or am I seeing that wrong??

Why underneath? It is on top of the slab, isn't it?
Don't you have a schedule with the different trades?
I assume the welding membrane is still coming. For us, it came shortly before the window installation. The joint is coated with bitumen, Remmers 2k construction sealant or similar.

Between which ground? Your future one? Yes, where else should it go?

Edit: Here is another photo of our start.

On top, that's how it is. And the floor will still get a [Schweißbahn aus Teerpappe].

Olay. I think I saw a false black spot that I thought was a foil. Namely the one on the right in the photo (under the base plate). But now I see that something is also sticking out on the left between the base plate and the wall. So now I am relieved. Thanks for your keen eyes and professional expertise

Correct. Once the shell is standing, the roofer usually comes and seals the ground floor completely with a welding membrane.

even better, your base slab is already sealed from below and thus dry, because of Styrodur

and similar are waterproof from the start. Also, there is surely a film under the sub-slab insulation. So everything is fine. As long as no nonsense is done on the outside when plastering, moisture should stay out.
