Conversion of outdoor area into building land - possibilities

Dear forum members,

I have already used the search function, but unfortunately only found similar but not identical cases. If there is a suitable one, I would be happy about a reference to it.

It concerns the following matter:
My parents-in-law live in a single-family house on a 3200 sqm plot. Based on the available area alone, it would be possible to build another house there. However, the part of the plot that could serve as a location for another house is in the outer area.

It is parcel number 1785.
I am attaching three pictures. One shows the parcels. Another shows the extent of the inner area. It is, so to speak, exactly the part of the mother-in-law’s plot excluded from the inner area as well as the other adjacent property. Additionally, there is an aerial photo to provide a better overview.
The property is located in Bavaria. A privileged project according to § 35 of the Building Code is not planned.

Since I want to be prepared for the conversation with the responsible district office to discuss a possible building project, I wanted to ask here whether you see any possibilities to convert the hinterland into building land.
Or would it be wiser to place the house in the garden of the already existing house because this area belongs to the inner area?

I am aware that this can be an extremely long and tedious process. But trying is better than studying :)

In outdoor areas, you will probably hardly get a building permit. What does the land use plan say?

Wait for then you will get a reliable answer.

Difficult - if outdoors, then a farm, gravel pit or similar is needed for construction. But you already know that. Otherwise, has already given the tip to wait for feedback from the professional ;)

According to the land use plan, it is probably residential building land. Attached is the plan. (The house marked in turquoise should be that of the parents-in-law).

I had hoped that, for example, an incorporation statute might provide an opportunity to build there. However, I had only read that as a possibility that such a thing exists and unfortunately have no idea if it would be suitable here.

What is the purple stripe? It goes right through the middle of the property?

The land use plan at least designates the entire property as a residential area.

How good is the relationship with the northern neighbor? A straightening of the interior area would also benefit them, wouldn't it?

According to the legend, that is the "construction protection area of the army airfield." There is a barracks nearby and we know that for a construction project we would therefore also need the approval of the Bundeswehr. If you look closely, the desired building site would actually lie above this construction protection area on the property.
