Always have dollar signs in your eyes. Maybe it actually works, but why make a fuss when there is actually nothing going on. Theoretically, you only bought the land now, so the compacted area belongs to you. Have fun disposing of it. Or you take a crate of beer, talk to the locals about how it should look in the end, and they leave you the pile of mineral mix there, which you could directly use for your driveway for free. Win/Win.

I would have the "renaturation" of the property guaranteed in the purchase contract. Alternatively, lower the purchase price accordingly. A crate of beer and talking with them might work, but with the sums involved, that would be too uncertain for me.

I had the same situation, just without gravel. The few centimeters of topsoil that were still there were actually for the feet.

I would forget about the dollar signs very quickly! That creates a really bad mood.

Your purchase contract should include something like: dismantling of the paved area except in the area of your future driveway (area to be specified by your site manager or yourself). In the area of the dismantled paving, sifted topsoil with a thickness of at least 20cm must be installed by the seller, alternatively: your future construction pit does not need to be leveled with topsoil, the corresponding amount must be delivered and stored as an earth pile in a designated area.

Normally, they have to restore everything exactly as it was before. Your concession consists of them only partially taking away their gravel and not having to restore everything correctly again. You can easily calculate about 500 euros per tandem truckload of usable topsoil. That’s 23 tons, which gets you about 12-15 cubic meters. Now you have to calculate yourself how many truckloads you need for your garden.
