Construction project with 230K turnkey in Saarland, realistic?

I've skimmed through all the offers. For me, you are closer to a shell construction than to "turnkey." There are so many "by the builder" items included that I can't even list them all.

Garage is not planned for the time being. Is upgrading not included? Wallpaper, doors, tiles, etc. Interior finishing as own work means we tile and paint ourselves. Material will be delivered though.

But apparently, that is not the case. I will ask him again for a more detailed breakdown. Also how much was budgeted for coverings etc.
