The disadvantage of this is that if the buildings are constructed at different speeds (one starts earlier, the next has a basement ...), the one with the construction power connection will remove it as soon as the connection can be moved into their house. Then the others must already be able to work without construction power. A nasty dependency.
In addition, a correspondingly long supply cable is needed from the connection pillar, possibly cable bridges over roads, to be able to set up your own distribution board with meter at the end. This is usually not exactly free either (but the money then goes to the general contractor and not to the utility company).

We had an extra device for the screed heating program since the heat pump was not installed yet at that time. However, I cannot say whether it was ultimately cheaper due to lack of comparison.
Unlikely, those things just burn the electricity 1:1 plus device rental.
