Why does one actually build a house without a chimney? If you do not install a fireplace, I would in any case install a two-flue chimney. Better to have and not need than to need and not have.

Planning a chimney that is, as a dashed-line placeholder dummy I can accept as an "expect the unexpected" mindset. But installing a chimney when no "combustion" heating is planned, I consider nonsense. It may be that humanity, one generation ahead from the heating technologies we currently promote, will have a laughing fit and "everything was better back then" will completely change the course of the technology revolution again. Unlikely, but possible, even a return. But then people will also dig up the analogue papyrus scrolls on which prefabricated chimneys were described and simply retrofit those things. The effort is basically "the same in green" as opening the roof for a roof window. Therefore my counter question: do you really want to install a chimney now without any purpose just to tear it down again if the government after next introduces a special tax on unused chimneys? In 2060 we will be heating with raspberry limo resonance reactors, by then every technology invented first in 2035 will have long since been scrapped :)

People who built a house with night storage heaters 30 years ago often did not install a chimney either.
Did they end up happy with that?

You see them everywhere, these unsightly, even downright ugly stainless steel chimneys on the exterior facade. Those were also the super smart ones who thought, why do I need a chimney. And now the retrofitted stove doesn’t heat the house but the outside air. Others, on the other hand, retrofitted it inside the house with ceiling openings, roof penetrations, etc. All very expensive afterwards.

I would neither buy a house without a chimney nor build one without it. But well. Everyone can do as they please.
