Ceiling height in the attic is not maintained! What are my rights?

If you plan a dressing room above, for example, and want to place simple Ikea Pax wardrobes, it will be tight. They are just under 2.35 cm, if I remember correctly, and when setting them up you even need more height, at least if you screw them together on the floor. At my brother's place, it was still barely possible, but I don’t know what ceiling height he has, though I’d guess more than 2.40 m. Of course, there are also wardrobes with less height, but then they naturally have less storage space. So I would also try to ensure the 2.40 m is maintained from this aspect as well.

: Thanks for the feedback. The company otherwise carries out their work flawlessly. Let's see what else can be achieved. Possibly better insulation will be installed. We'll wait and see what comes of it.

The screed height is probably not easily reducible (underfloor heating, minimum covering). Has it already been plastered, wallpapered, and everything finished? I imagine a raw drywall ceiling with a construction that is too high ... That can be relatively easily (inexpensively) dismantled. Once again the question: What was originally planned there? Is there a construction plan for the ceiling?

According to building regulations, Section 48 Bau NRW, habitable rooms must have a clear room height of at least 2.40 m.

At the moment, for example, you have a great warehouse, but not yet a single-family home for residential purposes (as ordered, paid for, and agreed).

Does that mean that such a space may not be used for living at all? Does something like that play a role in determining the living area, for example for building insurance? They said: heated basement rooms = living area, although the clear room height is only 2.30 m.
