Carport with green roof and side greening

I have just been googling that over the last few days, because we also want a carport roof with extensive greenery. It does not seem to be very complicated and apparently you can do it yourself quite well. Allegedly, you can also get a grant, a subsidized loan, or a tax bonus from KFW. I have not yet dealt with the details, I am just starting out with the topic.

The greenery itself is simple. You can also buy it almost ready to roll out. But the construction underneath should be designed for it. The greenery alone can weigh 100kg/m² plus water/snow. Then it is no longer as structurally trivial as a carport from the hardware store. Does the KfW also subsidize garages / carports? I guess the programs are more intended for residential houses.

I firmly believe that in many cases of approving ambiguous building requests, discretion or actually the goodwill of the authorities (in extreme cases also a very good-humored responsible person) plays an important role. When I look at what some people on my street have been allowed to build and what kind of "chaos" it partially is. One was allowed to build the garage here, another there, on one side of the street opposite 2-story, here on my side of the street 1-story, and so on. It only takes new staff moving into the building authority and suddenly a less strict approach prevails, and they turn a blind eye to a small exceedance of the building envelope or allow a more modern roof pitch. At least, that is what an architect told me.

Is the development plan actually colored there or is it an old colored sales offer to help visualize it better? Why should the carport not be allowed there? Tip: try reading the fine print of the development plan :)

In the plan, the area is actually green and this "green strip" is planned for all the houses on the street. The strip is labeled "Vorgarten" and the word is underlined in red with the dimension 5.5m. There is no text part, they told me that at the building authority.
