€1800 for 4 people without housing costs? That's generous.... But even then, with an income of €2,900 there is still enough room for financing (including coverage for broken washing machines).

Yep, you will find that at several hundred banks in Germany. I never claimed that you can't finance with 2.9k. But it must not be more than a simple rent of 7-900€. Just two children alone cost a fortune.

read again: When making a credit decision, banks usually offset your income with the household flat rate. This is roughly 600 to 800 euros for a single-person household, plus an additional 200 euros for each additional person.
That makes 1200-1400€ for 4 people.

I have a wife and 2 children myself. We live well, and 1400€ fits.

At least we know that the real estate market is like swept clean – so it is already clear that even a plot of land there will not really be cheap. Let's simply calculate that the entire inheritance is needed for it. Construction costs for a small 140m² at a price of €2200 per m², 20% ancillary construction costs, and you have a sum. This is currently beyond 100 net household incomes. Later it will look different. If the land costs only half of the inheritance, one can already talk to the bank. Then 30 years fixed interest, low repayment until income increases...

That is also the often demanded minimum value of the flat rate. At least 1000€ for 2 people + at least 200 per child. There will certainly be other factors that lead to higher flat rates. These are usually supposed to be above real values.
