Let's simply calculate that the entire inheritance is needed for it. Construction costs for a small 140m² at a price of €2200 per m², 20% ancillary construction costs, and you have a sum. This is currently beyond 100 net household incomes. Later it will look different. If the land costs only half of the inheritance, one can already talk to the bank. Then 30 years fixed interest, low repayment until income increases...... So I find it inappropriate to exclude this categorically here, as long as no further framework parameters are known.
