That depends on what you or your builder needs. All-inclusive package roughly estimated at €2500; but I believe there is a thread where prices and services are discussed that show a very wide range (use search function). Some services depend on the building value, some on the size and condition of the property, some on the region.
Individual services roughly estimated:
Site plan for building application 800
Rough staking out (for basement) 700
Fine staking out (string line) 300
Building survey 800
Some municipalities additionally require a base inspection for construction supervision (surveying the finished foundation slab) 300

You have to coordinate that with the builder.

No. Well, the building survey ultimately does, but you don't have to deal with that if you have commissioned a publicly appointed surveyor.

Unfortunately, there is no simple yes or no answer to your questions.

1. What you want or what your dream house must have.
Start with which rooms are needed, then
visit show homes, walk through every apartment with open eyes, what don’t you like about your apartment? For example, your dream XXL sofa doesn’t fit – then now is the time to plan.
Study floor plans, draw in your furniture.
Then go to the architect/ general contractor.
We want
an open kitchen with a half island,
the living room must fit a sofa with dimensions xyl,
a 5-meter ceiling-high bookshelf must be accommodated,
bedroom with or without a dressing room and so many meters of wardrobe space, etc.
So everything that is important to you, what sets you apart from others. He doesn’t need to know a bathroom 3x2 m with shower here, washbasin there, he can handle that.

2. The energy standard is also important. For example, my provider would be out because their KfW 55 is an absolute exception.

3. Basement
for you, it’s borderline which is cheaper.
I would really get an offer including all earthworks and disposal with and without the basement.
This includes the outdoor area as well.
It’s nice to get onto the terrace without steps and from there into the garden and to have small children within calling, sight, and hearing distance. Your lifestyle habits also play a role here.

4. Wall construction
if you don’t have a particular preference here, I would look for your preferred builder partner and use their standard material.

5. Building services
For many, a controlled residential ventilation system is a must.
You simply have fresh air at all times without opening windows. Odors in the WC and kitchen don’t spread as much, and the diaper pail doesn’t hit you in the face right away.
If you want a controlled residential ventilation system, it makes sense to have heat recovery.
Is gas available on the plot?
Photovoltaics, yes or no, that’s your decision.
Smart home, what does that include? How much do you want?
You can hang a smoke detector with an app function up to a KNX system with wind, sun, temperature measurement, room lighting, etc.
That partly really depends on your budget and personal preferences. Everyone has some smart home, those with KNX systems, I think, never even asked themselves the question, they are tech-affine, for them it was clear it’s coming into the house.

I would plan with a residential basement or even split-level.
The house in the northwest.
Plan the garage or carport relatively close to the street, even if that is the nice west side.
The north side behind the house is quite far from the street and the yard costs money.
Where exactly, I would leave to the suggestions of the general contractor/architect.

I can't find anything like that - the citizen information system of this municipality seems to consider itself a darknet :-(

My mantra is to take the stone that the builder "knows" best - in our area, often pumice. You have already been advised about Weton, they are also among my closer choices in the region.

No basement means according to my rule of thumb at 1.5 m height difference almost a 75% basement price. From my point of view, this almost screams for a split level. The first thing I would remove is the connecting door to the garage, so that the floor heights of house and garage emancipate from each other.

... but unfortunately unusable, since as said it is not consistent to scale.

Did you end up in the wrong municipality? Under Citizen Portal, there is the menu item Development Plans, behind which hides a geographic information system that, after disabling the pop-up blocker, reveals the essential information at the click of a mouse via PDF documents.

Right municipality, blocker deactivated, but with moderate success. A neighboring development plan could be opened, but that is of no use here. But it doesn't hurt if the OP attaches the relevant little screenshots here themselves.

Yes, unless they want to remain anonymous, which I don't really believe given the digital traces here, but because of my own traces on the net, I want to avoid a conflict with a martial artist rooted in the Cyrillic sphere.
