Building plot for carport or parking space

Hello everyone,
I found the following sentence in the development plan that causes question marks for me:

"6. Ancillary facilities, parking spaces and garages (§9 para.1 no.4 and 22 Building Code) Parking facilities and garages within the meaning of §12 para.1 Building Use Ordinance are only permitted within the buildable area of the property and in the areas designated for ancillary facilities according to the plan sign ordinance. In front of the parking facilities (garages, carports), a parking area of at least 5.5m measured from the adjacent street boundary line must be kept free as a parking space."

I understand this to mean that the carport may only start at least 3m from the street. Or can I start it closer to the front? That would be much more convenient ;-)

But above all, who can somehow explain the 2nd part with the 5.5m to me in an understandable way?
I don’t understand anything and can’t imagine anything under it. If I have to keep 5.5m free in front of the carport, then I don’t need a carport anymore because it would then extend almost 10m into the property and almost be longer than the house.

Here are some details that might be important:

Property: 23m long x 24m wide
House: approx. 8.30m wide x approx. 10m long
Carport: approx. 6m wide x 5m long
Distance from street boundary to building area (blue line): 3m

We want to build the carport on the right at the property boundary, then a path about 1.2m wide, and then the house.

5.5 meters to the street must be kept clear between the carport and the street.

Unfortunately, this is also how I interpret it. But what sense is that supposed to make?

The parking area is for rescue and fire services. For stopping and parking in emergency situations. Your street probably doesn’t allow it, as it is too narrow or a play street or has too much traffic :)

5.5 is completely common and not absurd or impossible to maintain. You can also park on it or clean your bike :)

I could already guess that from internet research. BUT: We are building in a traffic-calmed zone. We are at the end of a dead-end street, where the road has a 9x10m area for turning or stopping in emergencies. There are no obstacles there at all. And this regulation applies to the entire development area – no one there has 5.5m of space in front of their carport or garage. And where is the fire department or rescue supposed to stop if I don't build a carport or something similar? The house is 3m away – I don't quite understand why only in front of a carport or garage.
