Yes, but even in the statement as I interpreted it, you would be right in some places. Our general contractor told us that here in the region every building authority interprets the legal text differently. For one, the boundary structure (garage) may not exceed the 3m height, no matter how wide the garage is; for another, a partition wall inside the building must be on the 3m line (a drywall is enough, initially our building authority wanted that too, but then accepted it without) and in the next place, the 3m distance alone is sufficient...

In the end, it doesn't matter and is curious to discuss the use of garage roofs when the house design is just at the very beginning
