I would also build a kind of vault room for your documents that can survive a fire. We had such a chamber in a tax office. Heavy door, thick walls, only openable with a code. I would replace the fence, whether you build or not. You can avoid the vandalism.

I don't think it's possible to build a completely secure house like that. You would also need fire doors, flame-retardant materials, etc. inside the building. An archive that you want to protect from destruction is usually stored in specially created rooms or cabinets. Fireproof, waterproof,...

How is a camera or something similar supposed to stop a stone thrower? And if you ask me—such a "freak house" rather encourages these stupid-boy pranks than deters them. Just my two cents
