At least you can save these €800 and submit the preliminary building inquiry yourself. This can be done with simple sketches, like the ones you have already posted here. Although measurements and what exactly you want to build are still missing, as soon as you have written this down and sketched it (for example an 8 m x 10 m city villa without a basement, double garage etc., or a house like neighbor XY) I would take it to the building authority and see what happens.

That is correct, what writes. For a preliminary building inquiry, you do not need an architect. A simple sketch with location on the property and dimensions is sufficient.

The lady from the building authority told me on the phone that an architect is mandatory for the preliminary inquiry. I actually also intended to submit a sketch as you described.

Do you have that in writing? For a preliminary building inquiry, you do not need a person authorized to submit building plans. Of course, you do need one for a building application. You don't even have to own the property; it is enough to have an interest in purchasing it.

No, I don’t have it in writing. I spoke with the lady on the phone, as I said, and she told me that.

But I will just submit a simple preliminary building inquiry now and see if anyone responds.

Then make sure that you only ask questions for which a drafter authorized to submit building applications is not required.
