Yes, it means that the community should buy it. However, the current owner would certainly not mind if only one party decided to buy. The offer was made in the sense that the intention to sell was brought to us, but so far without a concrete value. Therefore, we want to submit a bid as a community next week – hence our inquiry.

Accordingly, we do not want to buy the property just for ourselves.

Regarding prices for grassland: How do we best find out what prices are appropriate for us? This is what the question should also be aiming at.

Here is a graphical representation of the situation. The property in question is marked in red. There is a wall along the street – the curb is not lowered. The row of houses is shown in green. The image is already oriented north (up). The gardens are located "behind" the houses, that is, to the south.

...so you could also say, you remove a piece of the wall, lower the curb, and then every potential buyer can access the property. So not as unsellable as thought...

It is a bit difficult to assess exactly which information you need. I have now cut out the image from BORIS once. I think with such topics, the restraint in providing information may result from the fact that possibly the seller can also be reading along ;-)

The background of this construction is that originally there was a large plot of land. Part of it was split off, and a multi-family house was built (south). Then the plot was divided again, and part went to the project developer of our terraced houses. The remaining rest is now the issue and was acquired by a third party, independent of 1 and 2 – probably in the hope of being able to build there as well or, as you suggested, as a speculative object. However, to our knowledge, this wish has not come true.

By the way, the gardens cannot be connected, no.

The question is how easily the public parking area along the street could simply be replaced by a driveway. And what effect that ultimately has on the value, since it is still not building land.

Cars usually park on both sides of the street in any case. Whether this is then an "official" parking area, I cannot say - or whether the neighbor here could also simply lower the curb. Maybe it will become clearer with the screenshot from Maps (the old building can still be seen at the bottom - logically, it no longer exists):
