Yes, 0.15 is correct. Since the development plan was drawn up after the zoning ordinance came into effect, according to which the floor area ratio must be represented as a decimal number within a full circle, there is a contradiction between the legend and the plan representation, which at least renders this regulation invalid, if not the entire plan. Unfortunately, neither the textual part nor the justification for the development plan has been published. Perhaps clues could still be found here as to the absurdly low floor area ratio - at least from today's perspective. Ask the municipality whether they really still adhere to it. If the answer is inappropriate, point out the aforementioned contradiction. You can also leave it to your authorized building submitter. They will be able to formulate reasonable grounds for an exemption, provided the exceedance is not too great. Depending on the willingness to take risks, one might first file a preliminary building inquiry. But if you can already imagine a small house anyway, that should also be feasible. Kerstin, Yvonne, you are both brilliant floor plan designers. Just plan a single-story house with a set-back upper floor using the cellar’s dimensions and staircase (bathroom and dressing room wouldn’t be living rooms) in Bauhaus style.

Even if I am completely wrong now:

on the left of the plan there is only the "Zeichenerklärung," which explains that the small number in the table is the Geschossflächenzahl. So no contradiction after all? The 0.2 applies. The 0.15 on the left is just the placeholder for the legend.

Yes, okay, it is geodetic pedantry, therefore the label as an exaggeration, but it is not correct. The Planzeichenverordnung of 1965 offers two possibilities for representing the floor area ratio: The legend deviates from this. So what is wrong? The representation or the legend?
