No and no again. As a neighbor, I would raise the alarm and also take action against the building authority if exceptions are allowed. Some random person comes along, buys land, and the first thing that happens is that the rules are changed just for me. Outrageous. If 0.15 is not enough, then it’s the wrong land. A common room is defined in the state building code and doubtful cases (hobby room, sauna, ...) are more or less clarified by countless rulings.

What is included ?

Bedrooms, living rooms, children's rooms, kitchens, ..., access corridors and stairs - according to external dimensions!
Not included are storage rooms, attic spaces, bathrooms, toilets, dressing rooms, ...
