You say the window faces northwest, so shading is not really the big problem but rather the privacy. Since with blinds you have the advantage that it is very difficult to look in but you can still look out reasonably well when they are slightly tilted, I would say it doesn’t matter whether you can tilt the top and bottom separately, because you usually have both at about the same position anyway.
With a complete blind, you also have the option to lower only part of it and thus control your shading.
With two separate blinds, you then have to press two buttons for that again and in the end you probably haven’t tilted the top and bottom equally (purely aesthetic, but I think it looks nice when it is uniform).
For example, in our company we have two divided blinds; with them you can also very well control shading and privacy.
