Yep, RAL colors or colors according to color number can also look different. That’s just the way it is and must be accepted.
Of course, I want to disagree. The color is standardized. Under the same conditions, the same result must be achieved. The substrate was already mentioned as a "source of error." Here, in the outlined case, the initial execution according to the description was not quite kosher. We obviously won’t clarify it further, of course. But a standardized color applied under comparable conditions should lead to the same results.
No matter if RAL or Pantone.
