With the first floor you probably mean the first story (upper floor), and I would benevolently reconsider a fundamental phobia of sloping roofs. I do not read a recessed floor here as excluded, but it would probably have to be recessed on all sides (very complex and expensive). There would probably be no size limitation, as it should be a full floor here. Theoretically, I see a glimmer of hope for an exemption in the neighboring "city villa" and you would at least be allowed to build a very generous knee wall, from which I would advise against, since the height of the knee wall is practically also the window divider.

Sorry, but you can also overdo it! If every future builder did that, it would be a temporary campsite. Besides, it is certainly not allowed to drive around or park/camp there. You can set yourself up nicely on any plot if you let capable people do the work.
