With the first floor you probably mean the first story (upper floor), and I would benevolently reconsider a fundamental phobia of sloping roofs. I do not read a recessed floor here as excluded, but it would probably have to be recessed on all sides (very complex and expensive). There would probably be no size limitation, as it should be a full floor here. Theoretically, I see a glimmer of hope for an exemption in the neighboring "city villa" and you would at least be allowed to build a very generous knee wall, from which I would advise against, since the height of the knee wall is practically also the window divider.we definitely do not want sloping roofs already on the 1st floor. Perhaps a recessed floor here would be the solution, but then the living area on the 1st floor will probably be too small in relation to the ground floor.
