Basically yes: Except with invasive plants. This is generally massively underestimated. Therefore, I understand if a list of plants is included in development plans. But it shouldn’t be too restrictive.

Is there an appendix in the development plan that regulates what is native and what is not? Otherwise, in my humble opinion, that is a very vague formulation that provides a wonderful breeding ground for misunderstandings and disputes.

There are settlements where everything can be mixed in colorful ways, and there are settlements where people want to have a visual line. Those who don’t like the latter should settle in the former.

Maybe there are ecological reasons for regulations? But I have no idea about that.
But an apple tree certainly appreciates being near others of its kind, doesn’t it?

Most apple varieties are self-sterile, which means a second (compatible) variety nearby is needed for cross-pollination.
