This is now quite common and probably legally sound, that municipalities want to prevent "investors" from buying up the land market and young families willing to settle or stay from being left empty-handed. I consider such clauses to be a legitimate and appropriate control element, and in my opinion, such a mindset may also be held by a private (or legally private but municipally affiliated) seller. Perhaps the conflict can be resolved by you committing to favor housing applicants who meet the criteria of the local resident model for a reasonable period.
