I also live in NRW

Of course, you should ask around - definitely.

I strongly doubt that, because the ladies and gentlemen of the provider's account managers keep a close eye on the annual statements. If there are significant discrepancies, they will be at your door 1, 2, 3 times and if they find something, there will not only be a fine. Rhineland greetings

I strongly doubt that – especially if 1) you are building new and starting from scratch and 2) you switch providers every year. You shouldn’t overdo it of course – everyone gets suspicious about zero consumption. But what am I saying – everyone has to decide for themselves.

Our supplier sends cards to be filled out. However, an employee still checks later during the year. In the past, there was simply too much trouble due to dishonesty, just with the cards.

When switching providers, a photo of the meter reading must be submitted. No joke! The fact is that a correction will eventually be made, even if it is through sale or re-inspection.

That is similar to the assumption that once LEDs are installed, I can leave the lights on nonstop 24 hours throughout the entire house and still save. Self-deception does not pay off.
