It depends - as always :D
As far as pure cost control "before construction begins" is concerned, you are certainly in good hands with a Bauträger. Regarding its equipment, of course, the same applies as everywhere else: what is not stated in the BB is considered not purchased. This means, conversely, additional costs arise for details not covered by the BB or whose standard is increased.
