Here is an excerpt from the soil report; as far as I understand, the basement is not in contact with water. Is the watertight against pressurized water version really necessary?

So our basement is similar in size and we paid a comparable price. However, I find €9,000 too high for the basement conversion. We paid €600 for screed. Then we installed three interior doors at €250 each (simpler than the doors in the living area), we took lamps from the old apartment and the flooring is as follows:
- Utility room with floor paint (€60 for paint)
- Anteroom and laundry room tiled (€25 per sqm for tiles) including all materials approx. €1,000
- One room with cabinets and sports equipment with vinyl flooring (€32 per sqm) approx. €550
- Walls painted with silicate paint (€200 for materials)
- In the laundry room a rather simple sink with DIY store faucet (€200).

Painting, tiling and laying vinyl done by ourselves over several weekends. Total costs just under €2,900

We have built nearby and obtained several offers. Although ours is significantly larger, your prices are understandable. At least because excavation and disposal are included. One totally underestimates this item. I can now judge doors and screed less, in the end, the overall package counts.

The following points are spontaneously missing from your list:
- Electrical work (even if surface-mounted is cheaper)
- Basement stairs
- possibly basement door at the top
- possibly ventilation (sports room!)

Of course, none of that is included in the OP's description "Doors and screed". The question is also whether the light wells are included in the offer; they are often sold separately
