Ask yourself what a heated towel rail is intended for
The thing is full of damp towels in a children's bathroom and will do the job and heat the room for you

I see that quite differently. In our main bathroom we have one of those. I wondered for a long time why this room is always much warmer than the rest of the rooms. Until I realized, it’s the towel radiator. Then I turned it off and all the rooms were the same temperature again.

I can't leave the electric towel radiator on all day, I'd get a huge electricity bill.

No, that's why it's connected to the underfloor heating from the start. So without electricity.

There is a DIN standard that mandates this. Without additional heaters, the target temperature will probably not be reached and this would then be a defect. So first a completely useless towel radiator is planned just to make the calculation work. If it is really supposed to dry towels, it must at least be electric.
