What kind of house is on the other side of the street to the south? Not that the view is blocked?

It continues downward with roughly similar elevation. The house to the south is quite close to the street.

Then a picture of the house is also quite helpful. How tall is it? According to the development plan, only 1 floor is allowed, right?

The matter is a budget question. How high is the budget? Spontaneously, I would have put a carport at the bottom of the street that covers the first 2 meters. And a 1.5-story house at the top. In the garden, two large terraces laid out. One by the house and one at the top so that it is not shaded by the house.

The street is also cut 0.8-1m into the terrain. You can see this in the photo and the plan.

CP / SP or garage then slightly above street level. Finished floor basement then 3 m higher, ground floor 6 m.
