Shell construction for about a million? Well, most probably don't build something like that. Apart from that, you don't need to come up with much, but you can try to at least absorb part of the double burden.

This is where it gets interesting; surprisingly, a pandemic does not initially count as "Force Majeure" or higher force. However, it may be specifically mentioned in the contract.
It seems irrelevant here, though, if no completion date is agreed upon, he does not have to start either. The contractor will fit the project in at some point when he has low capacity. So probably not anymore this year...

Where is that stated? - I would expect that in case of dispute most judges would classify it that way. A state of emergency probably would not, because it is from the governmental authority, and curfews or bans on gatherings neither. But the pandemic itself as the trigger of a condition in which timely contract performance is "objectively impossible" or at least very significantly disrupted, was not chosen by any of the contract parties and also is not the responsibility of any of their agents. In this respect, I would not count on, as the OP does, a judgment under normal circumstances like: "You bad entrepreneur, now pay damages nicely."
