Are you confused, or am I? If it is ONLY about the approval of the garage, then only this price is set, right? Or do you want to build a garage park for 200k? Or just a prefabricated garage for a few €?
The house is running completely separately and is approved?

The house and the garage would be separate. That means the house with one general contractor and the garage from another provider.. The water authority says that the approval depends on the house price. This approval would then be for the entire plot, which would include the house and garage.
But we do not want to get a separate water law approval because a retention basin is being built and then the approval would no longer be necessary. But the basin will probably only be completed by the end of the year. If we now definitely want to submit the approval, we have to meet a few requirements: e.g. compensation area, house at least 1m higher, if floor-depth windows, then with special rails due to flooding etc..
We want to save this money...
I cannot get just a water law approval for the garage, I would have to do it for everything.
What does a withdrawal from the garage cost?
15% of the total sum (€18k)
What is the exact clause that was agreed? Was the construction agreed for exactly this plot?
I would have to look at the contract again
