They would have to get married first... That could help a bit because of the spouse splitting, but not more than a few hundred euros per year.
If the two were already married and therefore filing jointly, a switch to tax classes 3/5 would only shift the timing (either more money during the year or a significant amount with the tax return) of the tax deduction.
Parental allowance receipt would, however, have a negative impact on the tax return in such a case. Usually, you then have to pay money back to the tax office.
There are indeed cases where you can optimize the receipt of parental allowance (since it is 65% of the calculated net average of the last 12 months) by skillful choice and multiple switches of tax classes. But you have to plan and start that a few months before the desire to have children.
But all of this would not offset the costs of a child, and those cost significantly more at the beginning than just the child benefit.
