There is no reflected glare and no surface has been ground.

But that is so typically German craftsman. Your expectations and what is delivered, instead of clarifying and maybe even offering Q4, is worked towards a take it or leave it situation and left to see if it escalates.

I have read it 5 times now but still haven't understood what that is supposed to mean. Who is to blame now? The craftsman who didn't deliver [Q4+] because it probably wasn't agreed upon?

Q3 including filling/sanding should have been delivered. The walls are now painted and do not look like Q3. You only need to read that once.

Does the entire wall have to be plastered at q3? Or rather, is the following image Q3? The transitions are definitely sanded. My guess is that the different substrates are the problem.

I would have thought that the wall is completely covered once at Q3.

What kind of plaster - gypsum or something else? (Gypsum, right?) What kind of plaster - smoothed or scraped (I rule out troweled or rubbed)? So what was contractually agreed upon. For the quality description, I recommend the leaflet "Putzoberflächen im Innenbereich" from the Federal Association of the Gypsum Industry.

These are plasterboard panels and the transitions between the panels and unevenness were filled and then completely sanded. I would have expected a complete plaster layer so that the substrate is uniform. Response from the painter just now: We were not completely finished yet and one more coat of paint should remove or cover the streaks. I just don't believe that anymore. Is there an alternative? Contractually agreed was Q3 filling.
