This is then in connection with § 17
(1) Anyone who takes up residence in a dwelling must register with the registration authority within two weeks after moving in.
(2) Anyone who moves out of a dwelling and does not take up a new dwelling within the country must deregister with the registration authority within two weeks after moving out. Deregistration is possible at the earliest one week before moving out; the update of the registration register takes place as of the date of moving out.

==> Consequently, there is no possibility of registration in the registration register if no dwelling is taken up. Incidentally, this is also explicitly stated on the websites of many registration authorities.

That was the original statement from the fact checker user200. The word "house" is found neither in §17 nor in §20. Also nothing about development, etc.

An apartment within the meaning of the law is any enclosed space, it says there. That can be a shed, a barn, a garage, or a chicken coop. Or even a houseboat. So the thread opener buys a small sailing yacht, digs a garden pond, and launches the yacht there. Then he can live inside. Also in the registration law sense. By the way, someone actually did that in Bavaria.

Wasn't the corresponding picture even published here in the forum? I'm not sure about that.

And what requirements an enclosed space must meet is not stated in the law. So there are no requirements for it.
One doesn’t have to accept that the employees of the residents’ registration offices always interpret it conveniently for themselves. They also pass on data without the consent of the persons concerned just as easily.

Anyway. Basically, a porta-potty is enough for a registration address.

As soon as a permanent mobile home is placed there, it is classified as a building and requires a building permit. And this is usually not granted, as the Energy Saving Ordinance/Building Energy Act is not fulfilled, and the "building" probably does not fit into the local architectural style either.

That is only half the truth. It is any enclosed space that is used for living or sleeping. A stable is usually not included. Everything else can be looked up in the corresponding commentary literature.
