There are already plenty of tips. Buy a tiny house.

Given the prices for that and the desire to build small cheaply, one can indeed ask whether all-in costs of maybe €5,000 and more per sqm plus house connections really make sense. Especially since the plot with a house on it in the central inner area can basically only be sold for the land value minus demolition costs. A bank won't provide financing either – from a valuation standpoint you can essentially only use the land. So a lot of equity is tied up just to sleep in the camper, do your laundry in the house, and look at a pond every now and then.

P.S. Registering your residence on an empty plot is legally not permitted. It is stated in the Federal Registration Act. So a house is needed – along with all the associated inconveniences like house construction, development, etc.

I am really curious about that. There is not even an obligation to have a mailbox. A house number must be visibly affixed. But not in every federal state either.

§ 20 Definition of a dwelling

A dwelling within the meaning of this law is any enclosed space that is used for living or sleeping. Accommodation on board a naval ship is also considered a dwelling. Caravans and houseboats are only regarded as dwellings if they are not moved or only occasionally moved.

It is actually not a "house that must be migrated". But at least a second permanent caravan. At least as I understand it as a layperson. Any more detailed information would, in any case, constitute legal advice.
