Sealing of the outer shell

We are building on a slope. The lower floor is half underground. All underground walls are made of 20 cm concrete with 12.5 insulation. The photos show the lower edge of this wall on the inside. Does it need to be sealed here or should it be sealed here? According to the architect and shell builder, this is not necessary. Looking forward to your feedback.

Sealed was hopefully from the outside.

And then, as a layperson, I would say that the architect and the shell builder are right.
