I am the owner of a small house with 80 m² of living space; this house is to be demolished due to poor building condition and rebuilt in the same size at the same location. On the nearly 500 m² plot, there are only the house, a garage, a double garage, and the paved driveway/turning area in front of the garages, with about 80% of the area sealed. According to a phone inquiry with the building authority, either 40% or 60% sealing would be approved. There would be no grandfathering. This would mean that I either have to demolish the garages, which are very solidly built and which I do not want to demolish, or the paved driveway so that I drive over bare earth to the garages. Since I have a 40-meter-long driveway anyway and there are rarely free parking spaces on the street where the driveway ends, I cannot do without the garage. Does anyone know if there can be further exceptions here, or do I really have to plan on driving through the mud to my garage?

Sometimes they only credit paving at half (or any other factor) if it is permeable (so-called eco or drainage paving). You could inquire about that.

Sometimes gravel driveways, which are very common here, are not counted at all. Gravel can also be used to "pave" the property itself. Although this is not everyone's thing and the size of the gravel matters, it is - as mentioned - often an alternative.

80% is really extreme though. For a 300m² plot okay, but 400 of 500m² sealed? Also regarding heavy rain everything but good, unfortunately a quite current topic.

Sorry, but I have to admit that I find this somehow funny. The gentleman didn't get enough again when pouring concrete and building garages. Just move into the garage if it is so nice. Otherwise, dismantle the sealing.

To answer the question. No, an exceedance is not approved. That's what the regulation is for.

Normally, sealing (as opposed to the fee for rainwater) is also calculated as 0 or 1.

Options:
- Remove garages (there are also options to park the vehicle on your own property without multiple garages)
- Remove turning pad (backing out)
- Unpaved driveway (potential variants have already been mentioned here)

However, how one gets from a house with 80sqm living space to 400sqm sealing is a mystery to me... Does the property consist of 300sqm driveway and garages?
