Sometimes it is better that way. By the way, there are no deities sitting in the building authority. The clerks do not get paid to annoy the average builder, but to ensure compliance with regulations. And the legal text is just the way it is. I have quoted a part of it above. What others think of it is, if at all, irrelevant.

Green roofs, permeable surfaces for driveways and paths, cistern… There are many ways to reduce sealed areas. However, this does not solve the impervious surface ratio problem.

In our development plan it is established this way. If exceeded - then compensatory measures. The exceedance per se cannot be excluded from the outset, since it is federal law.

Demolish the old house and build the apartment above the garages.

You have almost more garage space than living space. Do you really need that much garage?

I see, I need to explain the property more precisely: The house is located in the second row with access (right of way) over another parcel. The access ends in front of the house, but the garages are on the other side of the property. The square 480m² plot is not large. The house is built on the boundary with a 5m distance from the garages, which are also built on the opposite boundary. There is one single and one double garage. In front of the garages and the house, which is also the driveway to the property, everything is paved; behind that is a tiny garden. To reach 60% sealed surface, I would either have to tear down the garages, which I do not want to do because they are built better than the house; one garage is needed anyway since there are no parking spaces in the street and the other is used as a cellar substitute. Tearing up the paving stones and driving over mud to the garage is also not reasonable.
